What does this error mean?

Peppol BIS Billing 3.0 requires the buyer's electronic address (BT-49, EndpointID with schemeID) — it addresses the recipient in the Peppol network.

How to fix it

UBL: <cbc:EndpointID schemeID="…"> under the buyer's cac:Party. CII: ram:URIUniversalCommunication/ram:URIID on the BuyerTradeParty.
